| James Monroe was the only Cabinet member to serve in two Cabinet positions simultaneously. Under President James Madison, James Monroe was Secretary of State during the War of 1812. By 1814 President Madison was so pleased with Monroe's performance that he asked him to serve as head of the War Department as well. | Herbert Hoover was head of the Commerce Department during the 1920's. At that time the department did not receive a lot of public attention. Hoover "remade" it. He created the Federal Radio Commission, transformed the Census Bureau, undertook product standardization and also pressed for construction of Boulder Dam, later renamed Hoover Dam.
